In a medium saucepan, stir together the sugar, cocoa powder, butter, milk and salt. Bring to a rolling boil, and then set the timer to boil for 1 minute.
Stir in the oats, peanut butter and vanilla; mix well. Then stir in the chocolate chips.
Working quickly so the batter doesn't dry out, drop by tablespoonfuls (can use a cookie scoop) onto waxed paper, and let cool.
