Put the chocolate chips in a microwave-safe bowl. Microwave in 30 second bursts, stirring after each burst until melted and smooth.
Place the caramels in a microwave-safe bowl with the cream. Microwave for one minute, then stir, and then microwave another minute- stir until melted and smooth. Let cool a bit or the caramel will melt the chocolate!
Line a baking sheet with waxed paper. Lay out three pecans in a spoke-fashion. Repeat to make 18 pecan spokes.
Spoon the caramel on top of each group of pecans. Spoon the chocolate on top of the caramel. Sprinkle flaky sea salt on top (if desired).
Let these cool completely before storing in an airtight container. These turtles should be consumed within 7 days.
